  The result is a lot of fines for minor offences.Yoav Kashida, an Israel tourist, fell asleep on the subway.When he woke up, two police officers fined him because he had fallen asleep on two seats(you mustn't use two seats in the subway).Elle and Serge Schroitman were fined for blocking a driveway with their car.It was their own driveway.

  The angry editor of Vanity Fair magazine, Graydon Carter, says, "Under New York City law it is acceptable to keep a gun in your place of work, but not an empty ashtray." He should know.The police came to his office and took away his ashtray(煙灰缸).

  But not all of the New York's inhabitants are complaining.Marcia Dugatty, 72, said, "The city has changed for the better.If more cities had these laws, America would be a better place to live," Nixon Patricks, 38, a barman, said, "I like the new laws, if people smoked in here, we'd go home smelling of cigarettes."

  First, the ocean water needs to be warm enough so that it evaporates and rises into the air.As it rises, the vapor(水蒸氣)cools and turns back into liquid.This process gives off heat.This produces energy like an engine that causes winds to increase.It drives the formation(形成)of a hurricane.

  If wind speeds reach 40 miles per hour, the system is called a“tropical storm”(熱帶風暴), and it gets a name.At 75 miles per hour, it becomes a hurricane.

  Hurricanes that hit the US start when a thunderstorm forms off the coast of Africa.Storms also develop over tropical waters in other parts of the world.

  Dr Deborah Friedman, a professor of ophthalmology and neurology(神經學)at the University of Rochester Medical Center in New York, said:"If your eyes are a little off to begin with then it's really throwing a whole degree of effort that your brain now needs to exert.This disparity for some people will give them a headache."

  Experts say there are no studies tracking how common it is to get a headache after watching a 3D film.
