A murder will occur this weekend in the peaceful seaside town of Langley, Washington. In fact, a murder has occurred there every February for the past 25 years. But don’t panic! It’s all part of the town’s yearly Mystery Weekend.
What began as a local event in 1984 now attracts visitors from over the U.S. and even abroad. Would-be detectives（偵探）arrive on Saturday. There, they receive a packet, including a newspaper with details about the crime and information telling where to find clues（線索）. Visitors then travel to various shops, restaurants and other places, searching for clues as they go. Along the way, they meet and interview suspects (疑犯) played by local people. The visitors need turn in their guesses on Sunday at 4:00 p.m.. Then as everyone gathers, the murderer is found, and prizes are awarded for correct answers.
For visitors, Mystery Weekend is not only fun but also a great introduction to the charms of Langley. It’s a very attractive place with historic buildings, exciting ocean views and above all, friendly people. Since Langley is on an island, a fun way to get there is by taking a ship to the nearby town of Clinton and then driving the rest of the way. To hitch-hike successfully in any country you must be able to do two things: attract attention and at the same time convince the driver at a glance that you do not intend to rob or murder him. To fulfill the first requirement you must have some mark to distinguish you at once from all other hikers. A serviceman, for instance, should wear his uniform, a student his scarf. In a foreign country an unmistakable indication of your own nationality will also arrest a driver’s attention.
When I hitch-hiked 9,500 miles across the United States and back recently I wore a well-tailored suit, a bowler hat and a trench coat, and carried a pencil-thin rolled black umbrella. My suitcase was decorated with British flags. Having plenty of luggage, moreover, I was not likely to be suspected of being a dangerous lunatic(精神病患者). I then had to get across to the driver the idea that I was a real traveler, and needed to get somewhere cheaply.
But even with careful preparation, you must not assume that the task will be easy. You should be prepared to wait a little, for there are drivers who confess to a fierce prejudice against, （not to say hatred of）, hitch-hikers, and would no more pick up a hiker than march from Aldermaston to London. In America, my average wait was half-an-hour, and my longest two hours, but I have heard of people waiting all day; they probably took less pains to make themselves easy to notice.
Nor must you assume that all the drivers who stop for you are nice, normal people. On one occasion I found myself driving with two boys of about nineteen who turned out to be on the run from the police, and were hoping to use me as an alibi. There are also lesser(較小的) risks: you may find yourself in the car of a Fascist fanatic, a Mormon missionary(傳教士), or just a bad driver. You cannot tell, of course until you are in the car. The World Trade Organization came into existence in the 1990s. It operates a system of trade rules. It serves as a place for nations to settle disagreements and negotiate agreements to reduce trade barriers. The newest of its 150 members, Vietnam, joined in January.
But the roots of the W.T.O. date back to World War Two and the years that followed. In 1944, the International Monetary(貨幣的) Conference agreed to create the International Monetary Fund and the World Bank. But they could not agree on an organization to deal with international trade.

The sixth round began in 1963. It was called the Kennedy Round after the murder of President John F. Kennedy. The results included an agreement against trade dumping. This is when one country sells a product in another country at an unfairly low price.
The eighth round of talks began in Punta del Este, Uruguay, in 1986. The Uruguay Round lasted almost twice as long as planned. In all, 123 nations took part in seven-and-a-half years of work. They set time limits for future negotiations. They also agreed to create a permanent system to settle trade disagreements.
In April of 1994, most of those 123 nations signed an agreement. It replaced GATT with the World Trade Organization.
The W.T.O. launched a new round on development issues in Doha, Qatar, in November of 2001. These talks were supposed to end by January of 2005. But negotiators could not agree on issues involving agricultural protections. The current round has been suspended since last July.
