Children who speak English as their first language are now a minority in inner-city London primary schools,official figures show.

Youngsters with foreign mother tongues form a majority at primary schools in 13 out of33 London cities. Across the country,English is a foreign language to more than one in seven primary school youngsters.

The figures from the Department for Children,Schools and Families (DCSF) point to major demographic (人口的) changes over the past few decades,with around a fifth of pupils now coming from ethnic minorities.

There are concerns that school finances are coming under stress from the growing numbers of youngsters requiring help with English. The government has been urged to provide more funding,and give fair treatment to schools with large concentrations of non-English speakers.

In Tower Hamlets almost four out of five youngsters do not have English as their mother tongue. In other areas,including Leicester,Luton and Bradford the proportion approaches 50 percent.

The figures indicate that many recent migrants have settled in London. Sir Andrew Green,F(xiàn)ounder and Chairman of Migration Watch UK,says,“These figures confirm the huge impact immigration is having on our society. When government funds are as tight as they are,this is bound to have a negative impact,since children for whom English is a second language need extra tuition (學費).”He adds,“In inner London it's hard to know with whom immigrant chil­dren are supposed to practice English,since the number of immigrant children is much larger than that of local. ”

A spokesman for DCSF stresses that the figures “only indicate the language to which a child was initially exposed at home,regardless of whether he or she comes to speak English fluently later on. It is only a relatively few recent arrivals for whom communication problems are serious”.“We are increasing funding to the Ethnic Minority Achievement Grant (助學金)to £206 million by 2010,to help bring students weak in English up to speed. Doctors can put a tiny chip under the skin that will help locate and obtain a patient’s medical records. At a nightclub in Paris or in New York the same chip gets you into the VIP (very important person) section and pays for the bill with the wave of an arm.

Take a step back:10 or 12 years ago,you would have heard about the coming age of computing. One example always seemed to surface: Your refrigerator would know when you needed to buy more milk. The concept was that computer chips could be put everywhere and send information in a smart network that would make ordinary life simpler

RFID tags are a small part of this phenomenon. “The world is going to be a loosely coupled set of individual small devices, connected wirelessly,” predicts Dr.J.Reich. Counterfeit (假的) medicines are a widespread problem in developing countries. Like other counterfeits, they look like real products. But counterfeit drugs may contain too little or none of the active ingredients (原料) of the real thing.

People do not get the medicine they need. And in some cases the counterfeits cause death. Twenty children in Bangladesh died last year after being given acetaminophen (醋氨粉). The medications contained ingredients that looked, smelled and tasted like the real thing. The medicine was produced by a local drug company that used a dangerous substitute to save money.

The problem with counterfeit medicines is especially bad in Africa, Asia and Latin America. The W. H. O. estimates that up to thirty percent of the medicines on sale in many of those countries are counterfeit.              . The W. H. O. says counterfeits make up less than one percent of the illegal drug market in countries like the United States, Canada, Japan, and New Zealand.

But the agency also says as much as fifty percent of the medicine sold on the Internet is counterfeit.

Much is being done to fight counterfeit drugs. Several companies are developing ways to make counterfeits easier to identify. And there are existing methods, like a machine that can quickly identify chemicals in pills to confirm if the pills are real. Other ideas include things like special tracking codes for drug packages. People could send a text message with the code and get a message back proving that what they bought is listed in a database. Some drug makers and other companies put three-dimensional images called holograms (條形碼) on their products as a security device.
